Cocoa powder and butter
Cocoa powder, cocoa butter and cocoa liquor from Indonesian grinders, with fermented beans on request, for Pakistani biscuit, confectionery and beverage makers. Indonesia already supplies a third of Pakistan's cocoa powder and 60% of its cocoa butter (2025). We check each lot's certificate of analysis and the origin papers that decide your duty.

Tariff position
Preference under the Indonesia–Pakistan Preferential Trade Agreement applies to a listed set of tariff lines, not to whole HS chapters. Whether this product qualifies depends on your exact 8-digit national line and on a valid Certificate of Origin.
We do not publish a rate here, because a rate without your line number and its date is not usable. What to check, and where.
Certifications required
| Certificate | Issued by | Note |
|---|---|---|
| Certificate of Origin | IPSKA, an issuing office designated by Indonesia's Ministry of Trade (Form IP, via e-SKA) | Needed to claim the IP-PTA preference. Powder, butter and liquor qualify only if non-Indonesian content is at most 60% of FOB value. Indonesian grinders also use imported beans, so ask for the bean origin of each lot. |
| Phytosanitary certificate | Badan Karantina Indonesia (Barantin) | Required by Pakistan for beans, liquor and powder; not for butter. |
| Plant-protection import permit | Department of Plant Protection, Karachi | Beans only, issued before shipment. |
| Halal certificate | A certification body accredited by an IHAF member, or under SMIIC | Every edible product. At least 66% of shelf life must remain on arrival. |
| Certificate of analysis | Grinder or third-party lab | Per lot: fat, moisture and pH for powder; free fatty acids and melting point for butter. |
Price logic
We do not publish prices. Here is what moves the number, and when.
- Cocoa futures set the base, and they have swung hard since their record in December 2024.
- Indonesia levies its export duty on beans, not on processed cocoa, and resets the beans' benchmark price every month. That is why it ships far more butter and powder than beans: in 2025, US$2.2 billion of butter and US$761 million of powder against US$71 million of beans.
- Origin decides the duty: powder ground mostly from imported beans can fail the IP-PTA origin rule and lose its preference.
- The agreement lowers customs duty only. Pakistan's regulatory duty on cocoa products still applies, so the preference is worth less than its headline.
- Malaysia supplied 61% of Pakistan's cocoa powder in 2025; Indonesia supplied a third of the powder and 60% of the butter.
