Cosmetics and personal care
Herbal skin care, hair oils, henna, soaps and attars from Pakistani makers, for Indonesian importers and distributors. On 16 October 2026 Indonesia announced that mandatory halal for cosmetics, imported ones included, moves to 17 October 2028; until then the gate is BPOM notification, which only an Indonesian importer can hold. We check a product's halal certificate and registration route before anything ships.

Tariff position
Preference under the Indonesia–Pakistan Preferential Trade Agreement applies to a listed set of tariff lines, not to whole HS chapters. Whether this product qualifies depends on your exact 8-digit national line and on a valid Certificate of Origin.
We do not publish a rate here, because a rate without your line number and its date is not usable. What to check, and where.
Certifications required
| Certificate | Issued by | Note |
|---|---|---|
| Halal certificate | Al-Waiz Certification (Lahore) or International Halal Certification (Karachi), registered in Indonesia by the importer; or BPJPH directly | Cosmetics, imported ones included: on 16 October 2026 the government announced that mandatory halal moves to 17 October 2028; the amending regulation is not yet signed. These two are the Pakistani bodies BPJPH recognises for cosmetics; a Pakistan Halal Authority certificate cannot be registered. |
| Halal pre-shipment report (LPPH) | An inspection body appointed by BPJPH, at the loading warehouse | To be revoked: BPJPH Regulation 4/2026 asked for one report per shipment, for goods loaded from 17 October 2026. On 16 October 2026 the government announced that the regulation will be revoked; the revocation is not yet published. |
| BPOM cosmetic notification | Badan POM, Indonesia | Required before sale, for each product and each shade, and held by one Indonesian company per product name. That company needs the maker's letter of appointment, a certificate of free sale and a GMP certificate, both legalised. Valid three years; revoked if the product is not imported and sold within six months. |
| BPOM import permit (SKI) | Badan POM, Indonesia | For each shipment, before the goods leave the customs area. Needs a certificate of analysis for each product. |
| Surveyor report (LS) | A surveyor appointed by Indonesia's Ministry of Trade | For each shipment of skin care, hair care, soaps and most other toiletries (HS 3304, 3305 and most lines of 3307 and 3401). No import approval (PI) is needed. |
| Certificate of Origin | Trade Development Authority of Pakistan (TDAP) | Needed only to claim the IP-PTA preference on face and skin creams (3304.99.30). |
| Certificate of Analysis | Manufacturer or accredited laboratory | Per batch. BPOM asks for it with every import permit. |
Price logic
We do not publish prices. Here is what moves the number, and when.
- Registration is a cost per item: each product and each shade pays its own BPOM notification fee, so a long range of shades costs more to launch than a short one.
- Every shipment carries its own papers: a surveyor report and a BPOM import permit. A small mixed consignment needs the same papers as a full one. The halal pre-shipment report asked for from 17 October 2026 is to be revoked, the government announced on 16 October 2026.
- The trade agreement lowers duty on face and skin creams only. Every other cosmetic line pays Indonesia's full rate.
- In 2025 China and Korea supplied about three quarters of Indonesia's imported skin care (UN Comtrade), so a Pakistani product joins a crowded shelf.
